Resolved that Cadet Winsmith having been suspended and restored – but not having returned to the Citadel Academy, his name be dropped from the Register.

A communication from Mr. Winsmith to the Chairman of the Board of Visitors was taken up & read to the members of the Board present.

The question then of increasing the salaries of the following officers of the institutions being taken up, It was Resolved that the following salaries be fixed to take place for 1st January last –

Superintendent Arsenal Academy $2000 per annum Professor Mathematics (or 1st Professor) $1000 per annum
(Brisbane) Professor of Belles Lettres, Charleston $1700 per annum
(Leland) Professor of Mathematics & Astronomy, Charleston $1700 per annum
(Hume) Professor of Experimental Science, Charleston $1700 per annum

The Board adjourned sine die.

Resolved, that the Governor be & he is hereby requested to direct the Bursar to submit his acct of the expenditure of the state funds, accompanied by the proper vouchers to the Chairman of the Board of Visitors immediately after the termination of the fiscal year.

Resolved, that the Secretary of this Board do furnish his Excellency the Governor with a copy of the above resolution.

Resolved, that the report of the Superintendent in relation to the discharge of Cadets Whitemore, Abbott, Richter & [Illegible] be confirmed, & that they be discharged.

Resolved that Mr. Gauthier’s salary be increased to six hundred dollars per annum.

Resolved that the Board of Visitors will proceed to elect at Charleston on the first day of June next an additional Professor to be placed at the Citadel Academy until the 1st January next: & afterwards at the Arsenal Academy – Salary $800

The Report of the Superintendent of the Arsenal Academy was taken up & read when

It was resolved, that the suspension of Cadet Watt (Fairfield Dis) and Cadet Godfrey (Laurens Dis) for desertion, be confirmed: & that they be expelled.

Resolved that the suspension of Cadet Blythe (Union Dis) for overstaying his leave of absence be confirmed, and that he be expelled.

Resolved that Cadet Cantey be honorably discharged.

Resolved that Cadet Gilbert (Fairfield Dis) and Cadet Bessant (Williamsburg Horry Dis) be discharged for habitual want of application.

Resolved that Cadet Bell (Fairfield Dis) and Cadet Whitehead (Williamsburg Dis) be allowed to remain in the 4th class another year.

Resolved that Cadet Patrick (Barnwell Dis) be transferred to the Beneficiary List.

Resolved that the salary of the attending physician at the Arsenal Academy be thirty dollars per month from 1st January next.

Resolved that the words “for misconduct” be struck out of 40 par of the Regulations.

Resolved that a diploma be granted to Cadet G. G. Gamble of the Citadel Academy.

Resolved that pay Cadet L. White (Sumter Dist) be honorably discharged.

That the suspension of Cadet J Williams be confirmed – and that he be expelled.

Ordered that the following Resolution be transmitted to the Superintendent of the Citadel Academy: & be published in order.

The Board of Visitors, in permitting such Cadets of the Citadel Academy, who deserted their posts, upon the appearance of the yellow fever in Charleston during the past summer, to return to their duties, do so in the hope, that they will not be called upon, again, to [illegible] upon conduct, which strikes at the root of all discipline; and gives ground for apprehension, that they who prefer safety to duty, are not the best guardians of the public property.

The Board are willing to believe that the disreputable panic which led to the desertion of the 1st of September, was not so much the result of a willful abandonment of duty on the part of the Cadets, as of an improper interference and unwise counsels on the part of others: and they trust that upon the occurrence of a similar event, the Cadets of the Military Academy will not place their security in flight, but in the hands of those who regard themselves responsible for their safety, and the well being of the institution of which they form a part.

Resolved, that the resignation of Major R. W. Colcock Superintendent of the Citadel Academy; and of Professor J. A. Leland of the Citadel Academy, be accepted to take place on 1st January next: and that the resignations of Professor Hume & Mons. Gauthier be not accepted.

Resolved that the clerk of the Board advertise that the Board of Visitors will elect, at Columbia, on Saturday the 11th Dec next, one Superintendent, and one Professor of Mathematics at the Citadel Academy.

The question being upon concurring in the above resolution, the following members of the Board voted in the affirmative, viz.
