The Chairman in behalf of the Committee appointed to prepare a form of application for Beneficiary Cadetships submitted their report, [illegible] in motion was confirmed by the Board.
The Chairman presented an account of Maj. Leland for expenses of advertising examination of examination of applicants for Beneficiary Cadetship, made by him as Chairman of the Examining Board for Berkeley County. After consideration the Board declined to pay the account on the ground that the adver

tisement was not authorized by the Board, the Chairman having previously freely advertised the Examination.
Case of Cadet C J Tamplet
The following action was taken
An application to Chairman to transfer this cadet from the Pay Beneficiary to the Beneficiary Pay list was approved “subject to approval of Board” Immediately thereafter from an application made for Honorable discharge of this Cadet, under rules applying to Pay Cadets, it appeared that the transfer was sought for this purpose alone, and not to make a bona-fide change in the status of the cadet
The Board cannot make a precedent whereby a Beneficiary may at any period of his time be thus released from the obligation he has taken to teach in the Public Schools in return for the [illegible] and instruction he has received.
Resd – Therefore that the transfer of Cadet C J Tamplet from the Beneficiary to the Pay list be not approved and that the Seventy five Dollars [illegible] for that purpose by his guardian Mr B A Mannerly be refunded them by the Superintendent
Applications for detail by the US War Department to the position of Instructor of Military [illegible] and tactics in the Academy were presented by the Chairman from the

Following Officers of the US Army viz – Lieuts – Chas L Steele – [illegible] Berven – Leighton Finley, Chas P Elliott and C H [illegible]
After full consideration of letter and recommendation, Lt Elliott was elected to the position with Lieut C H [illegible] and Lt Finley as alternates in the order stated, and the Chairman was instructed to apply for the detail of one of the three last named officer’s in the order above stated.
At 8 ½ o/c PM the Board attended the commencement of the Literary Societies of the Academy.
July 27 1887
The Board reassembled at 8 ½ AM at the Charleston Hotel
Present the whole board –
The following resolutions were considered and adopted
Resd 1st That the annual session shall begin hereafter on the 1st of October and close on the 1st Wednesday in July which shall be commencement day, and that the winter vacation heretofore given be discontinued Resd
2nd That payments from Pay Cadets be hereafter required in three installments of one hundred dollars each, namely on the 1st day of January October, on 1st day of January and on the 1st day of April

A report of the affairs of the Academy for the session was received from the Superintendent.
On motion the action of the Superintendent in the suspension of Cadets W H. Luzenburg and C J Tamplet was approved.
Also the recommendation of the Superintendent as to retention of Mr A J China as acting [illegible words] on the basis of present agreement
At 10 ½ o/c AM the Board attended the commencement exercises of the Academy and diplomas were awarded to the following graduates of the Class of 1887 – who graduated in the order following

The Executive Committee of the Board of Visitors met at the call of the Chairman, at Jerome Hotel in the city of Columbia. This 7th day of September 1887 – Present Genl. Johnson Hagood Ch. & S B Jones & Col. Gadsden –
Applications for warrants to go before examining committees, from the several counties in which vacancies occurred were considered & warrants were awarded to the following parties –

That while the Ex. Comt. does not desire by its action now had, to censure Lt. White, it is still of the opinion, that the outside employment referred to be discontinued and it so directs.

The Board of Visitors met this evening at 7 o’clock in Charleston Hotel & after hearing and discussing the report of the Superintendent adjourned to meet at The Citadel tomorrow morning at 10 o’clock
Nov 2nd 87
Board met at Citadel at 10 A.M. all present except Mr. Gaillard and after reviewing the Corps of Cadets & inspecting the quarters, adjourned to the office of Superintendent when his report was more fully discussed & our immediate representative Mr. Dibble was by invitation present to give the information he possessed as to the present status of the claims of the state against the Federal Government.
On motion the Board adjourned to meet at Charleston Hotel this evening at 7 ½ o’clock –
Nov. 2nd 7 ½ P.M.
Board met this evening at time & place appointed. Resolution of Association of Graduates as to the continued employment of Judge Mackey, was fully considered and on motion it was resolved that any action in that subject, is

Is at present juncture [illegible] at the suggestion of Congressman Dibble, that a committee of the Board should visit Washington in the interest of the claim against the government [illegible words]. On motion resolved, that the Ex. Comt. be instructed to take such action as may be necessary to accomplish the purpose indicated. A part on the whole of said committee being delegated to discharge that only so much of report of Superintendent as related to the suspension of cadets – Law & Gist was then considered & on motion, it was resolved that those two cadets be expelled from the Academy.
Resolved, on motion that the Supt. be authorized to expend, if so much be necessary, the following sums for the purposes indicated to wit,
$115 One hundred & fifteen dollars to construct necessary water tanks –
$100 Also one hundred dollars for interior white-washing & painting
$60 Also, sixty dollars for the purchase of current literature, for the reading room.
Prof of English On motion, the Ex. Comt were instructed to communicate with Prof Woodward of Spartanburg, with a view to his election as full professor of English Literature.
Lt. Mazyck Letter from Capt. Mazyck applying for increase of salary was read, & on motion it was resolved, that

the Board regrets that the funds of the instruction & imperative demands in other directions, do not justify it in complying with the request.
On motion Board adjourned to meet tomorrow at 10 AM.
Nov 3rd 87
Board met at 10 A.M. this morning –
Report of Committee on [illegible words], finding after examination said yes & vouchers correct, their report was received as information –
On motion it was resolved, that the Ex. Committee be instructed to consider the subject of a summer encampment at some point in the up country, during the military session & if, in its judgement, said encampment be practicable and judicious to take the necessary steps to perfect the agreement.
On motion, Board adjourned.
