Col. Coward

My Dear Sir –
Is there any condition, which being complied with would justify the readmission of one or more members of the Fourth Class recently and justly expelled from the Citadel?

A petition was handed me to sign that all expelled cadets be readmitted etc., which I could not do, but I thought possibly in case of an individual application and personal & public recommendation there might be a pardon granted. Wishing you health and length of days I am truly yours

E. A. Wilkes
