Charleston July 3rd 1890

The Board of Visitors at the call of the Chairman met at the Charleston Hotel at 5.00 PM June 30th 1890 –

Present:

At 6.00 o’clock the annual visit was paid to the Academy, and a parade and review of the corps of Cadets witnessed on Marion Square.

July 1st. The Board met at the Charleston Hotel at 9.30 A.M.

Cadet Encampment
It was resolved that in view of the recent sickness in the Academy and the possibility that the exposure of camp life may develop some remaining germ of disease, there will be no encampment during the present year, but this will apply to this year only.

Superintendency
The resignation of Gen. George D. Johnston, Superintendent, was received and accepted, to take effect on the 30th of September next, and the following resolution was adopted.

Resolved: That the resignation of Gen. George D. Johnston

of the Superintendency of the South Carolina Military Academy be accepted by the Board of Visitors, with the expression of their high appreciation of the great value of his services to the Institution, and of his earnest devotion to its progress and true interest, and that the best wishes of the Board for his future happiness and success, are most cordially extended to him.

The question of filling the vacancy in office of Superintendent postponed to a meeting of the Board, to be called by the Chairman, to be held in Columbia in the first week in September.

Vacancy in the office of the U. S. Officer detailed at the Academy
The period of assignment of 1st Lieut C H Caboniss, Jr. 18th Infantry U.S.A. having expired under the act the following resolution was adopted.

Resolved: That the term of service of 1st Lieut. C. H Caboniss Jr. 18th Infantry U.S.A. as Military Instructor in the So. Ca. Military Academy has been both useful to the Institution and agreeable to the Board of Visitors.

Resolved: That the best wishes of the Board accompany him in his future career in the service of his country.

Action on filling above vacancy postponed until the September Meeting.

Secret Societies
Ordered that the following communication be read upon Dress Parade, and that a printed copy be furnished to each cadet before the close of the present session.

It has come to the attention of the Board of Visitors that there exists in the Academy one or more Secret Societies, and as the existence of such societies is utterly incompatible with the purpose

and organization of a military academy, and the Board has seen and felt the evil effects of the maintenance of these societies, therefore it is ordered, that all Cadets who enter the academy hereafter must in addition to the matriculation promise subscribe to a promise not to join or in any wise affiliate with any secret society while they remain in the academy. In the effort to suppress this vital evil the Board calls to the attention of the Cadets who have joined such societies that they have inadvertently violated their matriculation promise to obey the existing regulations of the academy. Paragraph 192 provides that no society shall be organized among the Cadets without special license from the Superintendent. These secret societies have neither sought or organized such permission. The Board calls before such Cadets, in the interest of their Alma Mater, and to the end that they may honorably discharge the obligation which they have assumed, that they cease to affiliate with such societies during their Cadetship.

Cadet A. G. Magrath
Nonpayment of tuition fee by parent
The Superintendent was instructed to collect such dues promptly or notify parent that Cadet Magrath’s name would be dropped from the roll.

Application of N. S. Harris, graduate of the class of 1886 for duplicate diploma - The first having been destroyed. Granted upon payment of the usual fee ($5 00)

Application of Professors Cummings & Reese to be excused from tours of duty at the Academy during vacation
The application of Officers Cummings and Reese is respectfully referred to the Superintendent. The Board must insist upon the rules existing in this case, to wit: that there must be at all times

during the vacation of the Cadets an officer present and in charge of the buildings and property of the Institution. Any arrangement made however through the Superintendent among the officers themselves that would attain the same end and purposes would meet the approval of the Board.

Letter of Lieut Mazyck for change of quarters Respectfully referred to Superintendent. As heretofore directed the distribution of quarters among officers will be made strictly by the rules laid down in Army Regulations, and no redistribution will be made earlier than the opening of next season to the end that the United States Officer succeeding Lieut Caboniss may not be deprived of his rights

Sanitary Condition of the Academy
The Board has carefully considered the report of the commission appointed by the Superintendent to investigate the causes of the recent cases of fever in the Academy. The report appears to be exhaustive of the subject of sewage and drinking water, and the aid of expert chemical analysis in this matter has been invoked. The Board is of the opinion that no local cause of the fever appears, the same fever, it is informed, has been prevailing elsewhere at the same time not only in the city but throughout the state. The investigation however led the Board to the conclusion that the sewerage may be to some extent improved and Maj C.S. Gadsden is hereby appointed a committee of one to cause the proposed improvements to be made during the coming vacation. The cisterns are also directed at the same time, to be emptied and thoroughly purified. Increased care is enjoined in the collection of water in the cisterns.

Modifications of the Regulations in accordance with correspondence with the War Department U.S.A.
Resolved: That the Ex. Com. be instructed to prepare and report for the action of the Board such modifications of the existing Regulations as will bring the Institution in accordance with the general government under Circular “B” of General Order No 15 from the War Department of date February 15th 1890.

Application of Cadet Geraty
It appearing that Beneficiary Cadet Geraty having been honorable discharged from 2nd Class on account of ill health and he now applying to be readmitted as a pay Cadet to same class upon its rising to 1st Class. Ordered that he be permitted to do so provided he passes examination satisfactory to the Academic Board on the 1st October next.

Essays and Speeches by Cadets
Resolved: That the Professor of English be charged with the editing of all essays or speeches of Cadets and commencement and on all other occasions where the public are invited. This will apply to all addresses by Cadets selected by a society or appointed by the Superintendent

The Board of Visitors met pursuant to adjournment at Charleston Hotel at 10.00 a.m. July 3rd

Further communication from Professors Cummings and Reese relative to tours of duty at the Academy during vacation
Respectfully returned. The usage requiring the presence of one Professor at all times during military session at the Academy as its Executive Offices in the judgement of the Board can not in the public interest, be modified.

Financial settlement by retiring Superintendent Whereas the Board will not be in session at the expiration of the term of service of the present Superintendent.
Ordered: That the financial accounts of the Academy since the last annual accounting [illegible] on or before the 30th September submitted by the Superintendent to Maj C.S. Gadsden properly vouched.

The Board then adjourned, sine die, at 12.30 P.M.

Ordered – That the Cadet be allowed to re-enter the Fourth Class of the Academy.

Report of Maj. Gadsden, Committee on work done – sewers and cistern received. Resolved that the same be approved, and that the plan of sewerage of the Citadel building as rearranged and perfected

be framed and hung in the Superintendent’s Office for future reference.

Ordered That the expenditure incurred, to wit; $1802.48 be paid by the Chairman out of the fund now in his hands received from the Federal Government, and that any funds remaining at the end of the fiscal year, to the credit of the school, our current expense account, be transferred, to the account with the Federal fund, in reimbursement, as far as it will go, of the expenditure hereby ordered.

On motion Col. Coward was unanimously elected Superintendent of the Citadel to take rank and command from 1st October next.

At last meeting (see page 219), the Ex-Committee was instructed to prepare and report for the action of the Board such modifications of the existing Regulations, as will bring the Institution in accordance with the provisions of Circular B. of Genl Order No 15 from the U. S. War Department, of date Feb. 15th 1890.

In pursuance of the above instructions the Ex. Committee made their report which was accepted, and the Chairman was instructed to have a new edition of the Regulations published, embodying the changes recommended.

On motion of Maj. Gadsden the selection of Commandant of Cadets, was left to Dr Jones, and the Chairman of Board, after conference with Col. Coward.

The Board then adjourned sine die at 8 P.M.

Case of Cadet P S Norris

Protest of A B Watson of Edgefield, against the appointment of Cadet Norris as a Beneficiary Cadet from the county of Edgefield on the grounds that this county was not the county of residence of this cadet

After careful consideration of this case upon papers submitted,

It was resd

That in the opinion of the Board Edgefield was the county of residence of Cadet Norris and that the Board declines to sustain the protest

Case of Cadet Tompkins

Protest against the appointment of Cadet Tompkins as a Benficiary Cadet from the county of York

After careful consideration of this case by the Board,

It was resd

That the Board refuses to sus

Maj C S Gadsden presented final report in sewerage of the Academy, together with vouchers, showing the expenditure for the same to have been $1840 28/100 (Dollars)

Report was examined and confirmed

Dr S B Jones Chairman of Committee on appointment of a commandant of cadets – reported that Lieut John A Jones of the 1st Artillery of US Army had been selected and that he was now on duty at the Academy under orders of the War Department

An application from J.B. Austin of the Class of 1861, now a resident of Santa Rosa California for a Diploma in place of original lost or destroyed was presented by Chairman
Resd
That a duplicate diploma be issued to Mr J.B. Austin as has heretofore been done in similar cases, to be signed by the present Board of Visitors, and faculty

The Superintendent made a verbal report upon the matter of the arms and equipment of the Corps of Cadets, and it was

That the Superintendent be instructed to obtain from the US War Department under its regulations a full supply

for the use of the Academy – and that when procured, the arms [illegible] use be restored to the proper authorities of the State.

The Chairman stated that there are remaining to the credit of the Board – Dollars of the funds collected from the US Government, of which sum, about nine hundred and fifty ($950) are now due for an unpaid bill for scientific equipment – and that the balance will be available for the purchase of a library

After discussion it was resd that the Superintendent in consultation with Dr S B Jones, who is appointed a committee of one for this purpose be instructed to immediately contract for and purchase a library, not to cost more than the amount of the funds on hand available for this purpose

In accordance with Resolution of Board of July 3, 1890, minute book p 220, Maj C S Gadsden submitted the financial account of the Academy during so much of the past fiscal year, as was under the administration of Superintendent Johnson, and the said report was formed then properly vouched and audited

Col A Coward submitted financial accounts of the Academy for the remainder of the fiscal year, the same being correctly vouched and audited

It was ordered

That the reports be confirmed, and that they be included in the annual report of the Present Superintendent

The following resolution proposed by Dr S B Jones was adopted –

That the quarters for officers in West Wing be so distributed, that no Professor without wife or children be allowed more than four (4) rooms – two on the first and two on the second floor

On motion of Col Croft the following resolution was adopted
