To whom it may concern
This is to certify that, at his graduation in June, Mr. Smoak will be thoroughly prepared, both as regards his general and personal qualification to take charge of Comdt. Of Cadets in any school or Academy.
His practical experience here in management of men with his maturity add to the general qualification as a graduate, as cadet officer of this Institution.
It gives me pleasure to have the occasion to express this opinion
