I certify that Cadet W. W. Smoak, a member of the First Class in this institution will be graduated with his class on the 25th inst. The diploma which he will then receive is a gauranty [sic] that his academic, moral, and military record for the four years’ course has been satisfactory. From my knowledge of his acquirements and abilities, I believe him to be fully qualified for useful work as a teacher. I therefore confidently recommend him to the favorable consideration of School Trustees.
