American Plan of Defense:

The original defense plan of Gen. MacArthur was to defend at the beaches. However, no serious efforts were made against the initial landings of the Nipponese Forces of about Dec. 11-13 at Aparri, Vigan, and Legaspi - forces of about one regiment each.

About Dec 20, 1941, a Nipponese force of about eighty (80) transports, with naval escort, arrived in Lingayan Gulf. Landings of this force began about Dec. 21st. These landangings [sic] were attacked by our beach defense forces with casualties to Nipponese caused especially by action of our 26th cavalry.

Air attacks, bombing and strafing [sic], by about 100 Nipponese planes destroyed nearly all of our air forces at Ft. John Hay (Baggio) Clark Field (Statensberg) and Nichols (Nichols) Field near Manila about Dec. 9th and 10th; Cavite Naval Base was also virtually destroyed by bombing about Dec. 9th-10th.

About Dec. 21st, the Nipponese landings from Lingayan Gulf became serious and

it appeared evident that our green Philippine troops could not hold their positions. It was about this time that a decision was made to withdraw to the Bataan Peninsular. At this time Nipponese troops had started advancing from Legaspi; Vigan & Apparri; also additional landings were made east of Manila, around Manbon. Some of our Philippine Division troops had previously been sent to Bataan for its defense.

The plan of withdrawal contemplated that the N. Luzon force should delay until the S. Luzon force had withdrawn to its rear - then the N. Luzon Force was to withdraw to the west sector of Bataan as the I Corps, and the S. Luzon Force to occupy the east sector as the II. Corps. Old War Plan Orange No. 3 (W.P.O.#3) was followed for defense of Bataan (also for defense of Corregidor from Bataan). This late decision had a serious effect in that the moving of supplies to Bataan from other supply bases was rushed and only partially completed. Delaying actions were made

so that the Abucay-Moron Line (p.14) was occupied and withdrawal completed to Abucay on Jan. 16, 1942. The last detachments left Manila about Dec. 31st and the Nipponese occupied Manila on Jan. 2, 1942.

Hq. USAFFE and Hq. Phil. Dept. left Manila by boats on the night of Dec. 24th; Hq. USAFFE moved into Malinta Tunnel at Ft. Mills, and Hq. Phil. Dept. went to middle side at Ft. Mills. On Dec. 26th, Hq. Phil. Dept. moved to Bataan and thereafter took over duties as Hq. Service Command (officially designated as such upon organization of a separate Luzon Force, effective March 12, 1942.
