Charleston, April 11th 1860

At a meeting of the Board of Visitors of the Military Academy held this day it was,

Resolved, That Cadets F. H. Harleston, A. J. Norris, A. S. Gaillard, W. E. Stoney, E. A. Erwin, S. S. Kirby, and F. De Caradeuc of the 1st class having satisfactorily passed their final examination be granted the diploma of the institution.

Charleston April 11th 1860

At a meeting of the Board of Visitors held this day the following resolutions were adopted, on considering the report of the Sup’t. of the Citadel.

1st That the 2nd class entire, be allowed to rise to 1st class.

2nd That the report of the examination together with the roll of the 3rd class be transmitted after the examination has been completed, to the chairman of the Board who is authorized to pass upon the same.

Ordered, That the resignation of Lieut. Veitch Instructor of Drawing be accepted & that he be informed of the same.

Resolved, That the department of French & Drawing be united into one professorship, with a salary of twelve hundred dollars & that the professor have the rank of 2nd Lieutenant.

Resolved, That Mr. W. H. Wright be elected to the professorship of French & Drawing.

Resolved, That Mr. A. H. Mazyck be elected to the

office of Bursar of the Citadel Academy, made vacant by the election of Mr. Wright to the professorship of French & Drawing, with a salary of eight hundred dollars, without perquisites & without quarters.

Resolved, That Mr. A. J. Norris be appointed to the position of Resident Graduate at the Citadel.

Resolved, That, the improvements of the East Wing of the Citadel be placed under the supervision of the Sup’t and that he be instructed not to exceed the appropriation of the Legislature including the cost of the plans for the same.

Resolved, That, the Superintendent of the Citadel be authorized to have a diploma engraved on copper, according to the device submitted to the Board and to have a hundred impressions taken of the same.

Resolved, That the following “Rules for estimating merit & demerit” be adopted.

To obtain the grade average in any subject for a single session.
Add together the weekly marks; multiply by the number expressing the value of the subject; then divide by the number of weekly reports.

To obtain the grade average in any subject for the year.
Add together the session totals; multiply by the number expressing the value of the subject; divide by the total number of weekly reports.

To obtain the grade average for a department embracing subjects of different relative values.
Add together the totals of the subjects having a common value; multiply the amount by the number expressing that common value; add together the products thus obtained and divide by the number of weekly reports in the department.

To obtain the amount to be subtracted for conduct. To the number of demerits add the proportion required for the class; (0 for the 4th, 1/6 for the 3rd, 1/3 for the 2nd, & ½ for the 1st class), multiply by the number expressing the value of conduct and divide by the number of weeks passed in garrison.

Resolved, That the thanks of the Board of Visitors be tendered to Col. L. M. Hatch for the instruction in the Broad Sword exercise voluntarily and gratuitously given by him to a class of cadets at the Citadel Academy.

2nd That a copy of the preceding resolution be presented to Col. Hatch by the Secretary of the Board.

Ordered, That the Superintendent of the Citadel Academy be authorized to encamp the Corps of Cadets at some convenient place in the vicinity of Charleston, for a period of two weeks.

Resolved, That the Board consider it inexpedient at this time to increase the salary of the Surgeon of the Arsenal Academy.

There being no further business the Board, on motion of Ex Gov. Means adjourned sine die.
