In pursuance of an order from His Excellency Gov. J. H. Hammond, the Board of Visitors appointed to organize Military Schools at the Arsenal, Columbia, and at the Citadel in Charleston, met at the State Arsenal, at Columbia. Genl. Jones then took the chair, and after some conversation as to the best manner of carrying the proposed organization of the school at the Arsenal into Effect, It was resolved, That the Board will elect a Superintendent for the Military School, at the Arsenal, in Columbia, to whom the entire management of the school will be intrusted, with a salary of fifteen hundred dollars per annum. In consequence of the absence of two Members of the Board, and in order to give an opportunity for Candidates for the office of Superintendent to make application to the Board, the Election for [Page 2] that office was postponed until the next meeting, which was ordered to be held on Wednesday the 11th of January next. On motion, Resolved, That a System of Rules and Regulations be compiled, for the organization and good government of the school at the Arsenal at Columbia. Genl. Jones assumed the duty of framing such a Digest, On motion, Resolved, That the beneficiary scholars be selected from the several judicial Districts of the State, as nearly as practicable, according to the Ratio of Population and Taxation. On motion, Resolved, That no scholar shall be admitted at the Arsenal, under the age of fifteen, or above the age of eighteen years. The Board then adjourned to meet on Wednesday the 11th January 1843. Columbia 11th January 1843. The Board of Visitors convened this day at the State Arsenal at Columbia. Mr. J. On motion, Resolved, That one Professor at the Arsenal Academy at Columbia, in addition to the Superintendent, shall be Elected by the Board of Visitors, who in addition to his other duties, shall also discharge the duties of Bursar, with a salary of one thousand dollars per annum. On motion, It was resolved, to proceed to the Election of Professor and Bursar, Mr. Joseph Matthews was unanimously Elected Professor and Bursar. On motion, Resolved, That a Surgeon be Elected for the Military Academy at Columbia with a salary of two hundred and forty dollars per annum. On motion, It was resolved, to proceed to the Election of Surgeon for the Arsenal Academy, when Doctor A. H. Nagel, was unanimously Elected. C. Shaffer with a salary of six hundred dollars. On motion, It was resolved unanimously, That the Board of Visitors are fully sensible of the zeal, ability, and fidelity, with which Captain M. C. Shaffer has discharged the duties of his office as Captain of the Arsenal & Magazine Guard at Columbia, & take this opportunity to express their entire approbation of his conduct. On motion, Resolved, That a copy of the preceding resolutions be furnished Captain M. C. Shaffer by the Secretary of the Board. On motion, Resolved, That the Bursar, with the Consent of the Superintendent of the Arsenal Academy, is authorized to employ such a number of Labourers, Laundresses, Cooks, and Waiters, as shall be necessary at said Academy. Granger, desires to be admitted as a Beneficiary or Pay Cadet, and if he find that he wishes to be admitted as a Beneficiary, that he further enquire whether his means, or that of his parents are sufficient to give him an education, and if they are not, that he be admitted as a Beneficiary. If he desire to be admitted as a Pay Cadet, that the Superintendent shall have power to admit him upon his complying with the regulations prescribed for such Cadets. Resolved, That M. C. Shaffer Bursar and Powder Receiver at the Arsenal Academy, be granted leave of absence, from that post, for a term not exceeding six weeks at any time during the ensuing Spring. Resolved, That the Superintendent of the Arsenal Academy at Columbia and the Citadel Academy at Charleston be required to prescribe a suitable uniform for both officers and cadets of the above named Academies, and confer with each member of the Board of Visitors by letter upon the subject: and upon receiving the approbation of a majority of the Board, the uniform so prescribed, shall be adopted. [Page 6] Vaucluse 15 May 1843 “Dear Sir “In accordance with the Instructions of the Board of Visitors, at their last meeting, I herewith communicate their decision, defining the duties of the Arsenal Keeper & Powder Receiver, viz: The Arsenal Keeper and Powder Receiver is the officer of the Board of Visitors; not subject to the special orders of the Commander of the Citadel & Magazine Guard; and accountable alone to the Board, and the Execution of the State, for all arms, accoutrements, ordnance, munitions, and stores confided to his charge; and in receiving and disbursing the same, while alone obey the orders of the Board of Visitors; the Executive; and (in times of alarm, invasion, or insurrection) the temporary orders of the Mayor of the City of Charleston; or any General officer of the second Division: while exercise exclusive control over any rooms, or buildings, which may be set apart by the Board of Visitors for ordnance, arsenal, or armory purposes; and over all Magazines proper, other than the small Magazine in the Citadel Buildings, which latter, shall be under the Charge of Command of the Commander of the Citadel and Magazine Guard, who will also have charge of the laboratory and quarters at the Magazines. The Arsenal Keeper and Powder Receiver will be subject to, and obey all general police regulations, which may be from time to time, established by the Commander of the Guard; & of which he may be duly notified. The Commander of the Citadel & Magazine Guard, upon the requisition of the Arsenal Keeper & Powder Receiver will furnish a detail sufficient to afford him all necessary assistance in the performance of this duty. Resolved, that as the funds appropriated for the support of the Citadel and Arsenal Academies, is under the Control of the Governor, he should be appointed (Ex officio) a member of the Board – That the Chairman of the Board be instructed to submit a copy of this resolution to the Governor, to be laid before the Legislature. Resolved, that the Arsenal Keepers of the Citadel and Arsenal Academies, be instructed to have the arms at the Citadel, and Arsenal, put in good order, and boxed up. That he be instructed to have the arms, at the said Arsenal, cleaned & boxed up; and that hereafter, he shall receive the sum of Fifteen hundred dollars per annum, as fixed on by the Board, for his service as Arsenal Keeper & Powder Receiver, as well as for the other duties imposed upon him. December 1843 Report of the Board of Visitors of the Military Academies To His Excellency Governor Hammond, Sir, The Board of Visitors of the Citadel Academy at Charleston, and the Arsenal Academy at Columbia, have the honor to submit to your Excellency their first Annual Report. As soon as practicable, after the adjournment of the last Legislature, the Board, in pursuance of the powers entrusted to them, proceeded to organize the said schools: and by the 20th March last, both were in operation. In selecting the officers for the institutions, the Board of Visitors believe themselves fortunate after the experiment (now) of almost a year, in obtaining the services of Gentlemen, who by their diligence, zeal, and acquirements have [illegible] themselves so worthy to file the arduous and responsible station to which they have been appointed. The Board made provision at the same time, for the admission of an equal number of Pay Cadets: thirty nine of whom were to be admitted into the Citadel Academy, and fifteen into the Arsenal Academy. Of this latter class of Cadets, but a small number have taken advantage of the new system of instruction, arising probably from the ignorance of parents & guardians of the course of instruction there taught, and the novelty of those institutions. Of the class of beneficiaries, twenty seven were admitted at different times into the Citadel Academy, and twenty into the Arsenal Academy; nineteen of whom stood their annual examination in the Citadel Academy in November last, and sixteen in the Arsenal Academy. These numbers do not include two Pay Cadets in the first named Academy, and one in the last. [Page 13] The Board regret that they have been compelled, during the past year, to restrict the advantages of the Citadel Academy in Charleston to a much smaller number than was originally designed. This arose from the fact, that they were compelled to carry on that institution with $12.000 instead of the sum of $16.000 appropriated to that purpose by the Legislature, in consequence of the withdrawal from their control of (about) the sum of $4.000, which was claimed by Capt. Parker, the late Commander of that post, under a charge (as the Board have been informed) of 2 ½ percent, for disbursing the fund appropriated for the support of the Citadel & Magazine Guard at Charleston for the last ten years. The Board are unwilling to indicate their opinion, as to the propriety of this claim: but they regard it as of sufficient importance to require the serious investigation of the Legislature. In arranging the course of studies for these Academies, the Board have aimed at a system of education at once scientific and practical, and which, if their original design is carried out, will eminently qualify the Cadets there taught for almost any station or condition of life. During the course, besides the visual branches taught at the primary schools in the state, they will be instructed in the history of South Carolina, modern history, the French language, every department of the mathematics, bookkeeping, rhetoric, moral philosophy, architectural and topographical drawing, natural philosophy, chemistry, ecology, mineralogy, botany, civil & military engineering, the Constitutional Law of the United States, & the Laws of Nations. In addition to that course, they will be instructed in the duties of the soldier, the school of the company, and of the battalion, the science of war, the evolution of the line, and the duties of commissioned officers. Of the above mentioned course, only the most elementary part, comprising those of geography, arithmetic, [Page 14] English grammar, history of South Carolina, and the duties of the soldier, have been taught. No Cadet who applied during the past year, (and the remark applies as well to the Pay, as to the Beneficiary Cadets) was found sufficiently advanced to be placed in any, beyond the fourth, or lowest class: and indeed, in very many instances, their previous course of instruction had been so imperfect or faulty, that the professors found themselves compelled to instruct them in spelling, reading and writing, before they could proceed to the course of studies laid down by the Board. At the examinations, which have lately closed, in both of the Academies, the Board were highly gratified at the very great proficiency made by the Cadets. The examinations, which were continued for several days, and which were strict [illegible], showed in the most satisfactory manner to the Board (with very few exceptions) with what diligence their studies had been prosecuted by the Cadets, and the accuracy of the system, by which they had been taught. In their military training, they exhibited a manly & soldierlike bearing, and the Board found it difficult to realize the fact, that such a change had taken place in the appearance & conduct of boys, who less than a twelve month ago came into those institutions, careless of their persons, awkward and untaught. Besides affording sufficient protection to the arms and public property at the two posts (far greater than the old Guard which they have displaced), their military training facilitates their instruction in the other branches of study, by habits of good order and discipline, which it promotes: and is the opinion of the Board, appears to solve the difficult problem of the management of a number of young men in institutions of learning or science. By requiring them to account for every moment of their time, it prevents them [Page 15] from acquiring vicious habits, and withdraws them from the allurements of dissipation. Nor does the discipline to which they are subjected, appear to weary them: on the contrary, they seem to be satisfied and happy: and the Board believe that a dismissal from the Academies would be regarded by any of the boys as a severe punishment. The Board assures Your Excellency, that this first year’s experiment has succeeded beyond their hope: and they confidently predict that its future success will not disappoint the expectations of the Legislature in changing the nature of these institutions. J. Brown (Arsenal Academy) be confirmed. Resolved, That with a view of investigating certain charges and rumours, which have been made injurious to the Arsenal Academy, concerning the conduct of the Superintendent, subsequent to the suspension of the Cadets, and before they left the Arsenal, the Superintendent be requested to report fully upon the subject. Resolved, That a check be given by the Chairman of the Board, to Professor Capers, on the pay fund for $24.22, the amount of his account against the Citadel Academy. Resolved, That the suspension of Cadet Mellett (AA) is approved of, by the Board: but that in consequence of his previous good standing, he be re-admitted as a Cadet. Resolved, That the offense committed by Cadet Strawbridge (AA) in delaying his return to the Arsenal Academy, beyond the time expressed in his leave of absence, is one of the gravest, known to the regulations, and that Cadet Strawbridge be expelled from the institution. Brown: & of the sixteen (suspended) Cadets be adopted: & that the same be printed: viz “In the matter of the suspension of Cadet L. J. Brown on 21st September, and of the sixteen other Cadets on the 6th Oct. the following are the material facts verified upon oath before the Board of Visitors. On the evening of the 21st September, after dark, some disorder occurred among the Cadets in the campus, near the Arsenal. With the view to suppress this disorder, the Superintendent went out, and ordered them to their quarters. While returning to their quarters, & very soon after this order was given, some of the Cadets hissed, or whistled. Deeming this conduct disrespectful, the Superintendent went immediately to the barracks, and in (rather) an irritated tone and manner, demanded the names of the authors of this act of insubordination. Cadet L. J. Brown (among others), then came to the door of his room, and spoke to the Superintendent, in a manner which he deemed disorderly and mutinous. He was ordered to be silent, and declared that he would not be silent. [Page 6] He was then told by the Superintendent that he must leave the institution next morning, and accordingly on the morning of the 22nd Sep. the following order was published. Arsenal Academy Sep. 22 1845 Order No 52 Cadet L. J. Brown is hereby suspended from all rank in the Arsenal Academy, for positive disobedience of orders, and insubordinate conduct on the evening of the 21st Sep. He will therefore cease to be a member of the institution, from the publication of this order (unless restored by the Board of Visitors) and will repair to his home. (Signed) A Herbert Superintendent On the morning this order was published, Cadet Brown, having been furnished by order of the Superintendent, with money to repay his traveling expenses, left for his home. Before Cadet Brown left the Arsenal, a paper was drawn up & signed by sixteen other of the Cadets of the institution, addressed to Major J. G. Brown, the father of Cadet Brown, in which they state (among other things) that Cadet Brown had done no act inconsistent with the character of a gentleman and a soldier. Upon receipt of this document by Major Brown, he transmitted it to Genl. Jas. Jones, the Chairman of the Board of Visitors, who immediately transmitted it, without any comments, to Capt. Herbert, the Superintendent. [Page 7] The execution & transmission of this document by the sixteen Cadets, in the manner and form stated, was deemed by Capt Herbert, a violation of the 8th Article of War, and the 45th Article of the Rules & Regulations of the Arsenal & Citadel Academies and on the 6th Oct an order was issued and published, suspending the sixteen Cadets, who signed the paper from all rank in the institution & directing them to repair to their homes. Upon these facts this Board is to decide, whether or not, Capt Herbert exceeded the limits of his power and duty, in the suspension of Cadet Brown, on the 22nd Sep.: and the suspension of the sixteen Cadets on the 6th October, in the manner, & for the reasons above stated. It should be borne in mind that the Arsenal Academy is an institution in its government purely military, and that the Cadets are as soldiers upon duty, in garrison or camp: and as such rules and regulations have been named for the police and government of the post, according to long established military usage. The profession of arms, involving the conduct and government of armies in the field, is the most chaste, and the most inflexible in its discipline of all. The Military Code, is in fact the Law of Honor, and of Duty, so closely and intimately blended, that no violation of its principles, how small so ever, can be permitted either with safety or honor: and there is no principle indicated by this Code, that is more imperious, or more necessary, than obedience – prompt, immediate, and respectful obedience, to every command emanating from the proper authority. [Page 8] This is not only the first duty of the soldier, but is perhaps the most important element of martial law, and without which the whole object and design of military institutions would be defeated. When the conduct of Cadet Brown is viewed in connection with this rule, there can be no difficulty in arriving at the proper conclusion upon the merits of this case. His plea of defense and justification in this, that the manner and tone of Capt Herbert was too severe – even that his language was insulting cannot be permitted to avail him to the prejudice of order and subordination – for his appeal should have been made, if good cause existed, to other authorities than himself. The legitimate and proper authority of the Superintendent, had been treated with contempt by some of the Cadets, but who they were, without the enquiry being made, Captain Herbert could not know. They, and not Captain Herbert, made the issue, of anarchy and mutiny on the one hand, or of law and order on the other: and the Superintendent did well, not to postpone for one moment the trial of this issue. It may be that his manner and tone were less cool, than could have been desired, and that there was in fact some degree of harshness used: but that he could have been more cool under the circumstances, is hardly to be expected of human nature, unless as exceptions to a general rule. The positive disobedience of orders by Cadet Brown, left the Superintendent no alternative; and his suspension was not only proper, but a most necessary and indispensable act of duty, on the part of the Superintendent. [Page 9] The suspension of the sixteen Cadets on the 6th of October, the Board is equally [illegible] satisfied was necessary and proper. The combination into which they entered in writing, signing, and transmitting to Major Brown, the document referred to, was a manifest violation of the 8th Article of War, and of the 45th Rule of the Regulations of the institution of which they were members. Believing however that they were not aware of the grave nature of the offense they committed, and that they were prompted, less by the spirit of insubordination, than by a commendable sympathy for their comrade, the Board could see no reason, why they should not be restored to their rank in the Academy; & with the hope that the past may throw some additional light upon the path of duty before them, it is so ordered.” (Signed) James Jones, Chairman B.V. Resolved, That the following Report be adopted, and handed in to His Excellency the Governor viz. “To His Excellency Governor Aiken The Board of Visitors of the State Military Academies, Respectfully report, That the Citadel Academy, in the City of Charleston, is in a flourishing condition, increasing in efficiency and usefulness, and extending its popularity, as its merits become known. [Page 14] At the commencement of the present academic year, there were at that institution, fifty six pupils. During the year, the resignations, discharges, dismissals, & suspensions, have been twenty seven: leaving at the institution twenty nine, who were presented to the Board for examination on the third Monday of November. That examination has demonstrated to the Board the practicability of their plan of education, combining a course of thorough instruction in the physical sciences, modern language, history & belles letters, with a practical military education; and at the same time the efficient discharge of the arduous and responsible duties of an arsenal guard. In the various subjects, upon which the classes were presented for an examination, (conducted with the most rigid scrutiny) the Cadets have exhibited a proficiency, in the opinion of the Board, seldom equaled, and rarely, if ever excelled, in any institution whatever. The officers have discharged their laborious duties with more than ordinary zeal and ability; and the character & position maintained by the institution under their charge, is at once honorable to them, and creditable to the State. The Arsenal Academy in Columbia, has not succeeded in accomplishing the wishes of the Board of Visitors, to the extent desired. The course of this failure is mainly, if not wholly, referable to the want of proper physical means, to enforce the necessary rigid discipline and accountability of the Cadets. If the maintenance of this institution, either as a school, or as a depot of arms, was demanded by necessity, or the convenience of the county, the Board would [Page 15] ask your Excellency to urge upon the Legislature the necessity of granting an appropriation sufficient to erect a strong wall enclosing the post, and to pay additional instructors. But believing that the increased mean and diminished expense of transportation has satisfied all the reasons for the establishment of the post, as an arsenal; and that the Citadel in Charleston possesses advantages for a school, which cannot be realized here, we respectfully recommend that the two institutions, both as arsenals and schools, be consolidated at the Citadel. In point of health, the three years experience has proved the Citadel superior in salubrity to the Arsenal at Columbia. Cadets from all parts of the state have been assembled there from the upper, as well as the lower districts, and all have equally enjoyed almost entire exemption from disease, and no case has occurred fairly attributed to a difference of climate. Indeed, we feel authorized to say, that the Cadets from the upper districts have enjoyed uninterrupted good health. The Citadel is in a large and populous city: and in consequence, its officers and cadets under the salutary controlling influence of public opinion, unfettered by the number of young men placed in the institution, or the partiality of their immediate connections and friends. There, the institution will stand, or fall upon its merits alone. As a general depot of arms for the state, the Citadel possesses the advantages of a position at a point, where all the rail roads and water transportation from all parts of the [Page 16] State, necessarily concentrate; and from which any section can be supplied with arms and military stores, at the least cost, and in the shortest time. In addition to the advantages to be enjoyed by the citizens of the state, in the increased numbers which a combination of the funds now separately appropriated for the Citadel and Arsenal will enable & educate, the Board regards as not unimportant, the strength of the guard, and the espirit de corps and emulation excited by such increases. Cantey The following communication was taken up – read - & unanimously approved of by the Board - ordered to be copied - & transmitted to His Excellency Governor Johnson. Viz. [Page 9] Columbia Dec 4 1848 To His Excellency Governor Johnson, Sir In consequence of your absence from indisposition, at the examinations which have just taken place of the Cadets of the Military Academies, the other members of the Board of Visitors have thought proper to present to you, a more detailed report of the management & present condition of those institutions. The examinations at the Citadel and Arsenal Academies were satisfactory in the highest degree; and afford the most conclusive evidence to the Board, that every reasonable expectation of the success of those institutions, has been fully realized. The extraordinary zeal of the professors, and the diligence of the pupils have enabled the latter to carry on, and some of them, to perfect a practical course of studies, eminently qualifying them for the business and the duties of life. During the past year, 86 pupils were under the instruction of the officers of the Citadel Academy; and 32 at the Arsenal Academy; making in all, at the commencement of the academic year 118, in both institutions – of whom 27 for various causes, have been removed; and 9 finished their course; leaving 82, still remaining at the recent examinations. The Board are compelled to call the attention of Your Excellency, to the present condition of the Citadel building in Charleston. The entire roof is defective, & has been for some years in a leaky condition. [Page 10] Temporary repairs have been made, from time to time, by applying small portions of the pay-pupil fund to that object. But, from the number of applicants admitted last year, the fund, out of which temporary repairs were made, is exhausted – and no more appropriation can be made for that purpose. Indeed the whole roof is in want of repair; and a much larger sum than will ever at one time be at the disposal of the Board, will be required. Every rain exposes new leaks – the quarters of both officers & cadets are rendered uncomfortable – and even dangerous by the occasional falling of large masses of the overhead plastering. To say nothing of the comfort & safety of the inmates, a sufficient appropriation is now urgently required to prevent a valuable state property from dilapidation. The Board have hitherto refused to make any application for aid from the Legislature; trusting that they might with such means as they had at hand, make the necessary repairs; but they believe that some appropriation is now absolutely necessary. It may be, that from too much caution on this subject, they have waited too long. While repairing the old roof, or constructing a new one (as the plan itself of the old roof is defective) the Board would suggest to Your Excellency, the propriety of adding a new story to the building. Before the end of the month of January 1848, there were 81 Cadets in the Citadel, who were quartered in 19 small rooms; making an average of more than 4 to each room; a number, as must be readily perceived, far too large for comfort, and for the prosecution of laborious accurate and profound studies. The want of room is a barrier to the admission of the largest number [Page 11] that the institution could otherwise support; and the applications of many have been rejected, and must be refused the coming year, for want of accommodation. Not only are the quarters for the Cadets insufficient, but the officers that live in the Citadel are barely accommodated and some of them, from want of quarters, are compelled to occupy houses in the town. It may be remarked, that an additional story would make the Citadel more secure as a military post; as there are certain houses in the immediate vicinity, that are higher than the Citadel; and in the possession of an enemy, might be used to command it. To repair the present roof with tin (from estimates made by an architect, to whom the matter was committed & which will accompany this communication) would cost $2200. The objection to this material is, that it is very destructible, and will last but a few years. Copper tinned is regarded as much the best material for roofs: but it is expensive & would cost $6700. A cover of slate is recommended by the architect, as more suitable than either if the materials above mentioned – but that would require a new roof – the cost of the new roof covered with slate would be $3700. To put an additional story to the building together with the roof, as is estimated by the same architect, would cost $15000. The additional story for the reasons given is suggested to the consideration of Your Excellency as a matter of expediency: but the Board would urge upon you the recommendation for a roof to the building, not only to preserve from dilapidation a valuable state property, but to maintain a still more valuable state institution. [Page 9] Resolved that the merit roll sent up from the Citadel Academy by the Superintendent, is not in accordance with the requisition of the 54th art. of the Regulations – and is therefore not satisfactory to the Board of Visitors – and that he hereafter be required to send up with his reports, merit rolls in accordance with the aforesaid requisition. Resolved that the Superintendent of the CA, in future, make out “the abstract from the Register” in such a manner, that the Cadets shall be classed in alphabetical order, with the district to which they belong – taking the districts in the order prescribed by 13 par. of the Regulations. Resolved that Professor Brisbane have leave of absence from the Citadel Academy, for 14 days to commence on 9th Dec next. Resolved that hereafter the Superintendents be required to lay before this Board at each annual meeting, an abstract from the reports and records of the respective academies, showing the number and duration of the permits of absence granted to each Cadet, respectively during the year proceeding. Resolved that the Board of Visitors having read and considered the several Reports of the officers of the Citadel Academy, do not deem any further action necessary for the present. [Page 10] Resolved, that the Superintendent of the Citadel Academy be instructed to alter the “Remarks” appended to the official Register to conform to the facts, so as to read as follows (in any future publication) viz. Remarks Two Military Schools were established and are supported by the State of South Carolina: one at Charleston and one at Columbia: the latter, auxiliary to the former. Two arsenals, containing the arms and munitions of war of the State are located, one in Charleston, and the other in Columbia, which were formerly guarded by two companies of enlisted soldiers at an annual expense of $24000. In 1842 this appropriation was transferred by an act of the General Assembly to the support of two schools, which were organized upon the basis of the U. S. Military Academy at West Point, in the beginning of 1843 by a permanent Board of Visitors appointed by the Governor, the Cadets at which perform all the duties of a guard for the Arsenal. The Cadets admitted consist of two classes Beneficiary and Pay Cadets. The state supplies to the Beneficiary Cadet all his expenses. The Pay Cadet pays $200 per year for every charge including clothing. The Beneficiary Cadets are selected from those not able to bear their own expenses. [Page 11] Applications for admission are made to the Chairman of the Board of Visitors, prior to the annual meeting of the Board, which takes place on Tuesday next after the fourth Monday in November, by whom appointments are made at that time, for both classes of Cadets; respect being had to a due appointment among the several judicial districts of the state. That Mr. Panknin’s a/c of $109.47 be paid by the Bursar. That Mr. Gregorie, the Bursar, contract for the plastering required at the Citadel Academy at the lowest possible price. [Page 7] Ex: Off. 29th Nov 1851 At an adjourned meeting held this day Present (all the members of the Board) It was resolved that the suspension of the academic studies shall in future take place as pointed out in art. 62 of the Regulations. Resolved that the Board of Visitors have received the resignation of Lieut. C. C. Tew Esq, Professor of Mathematics in the Arsenal Academy at Columbia: and the terms upon which he has placed his resignation leave to them no alternative but to accept it. The Board cannot sever the connection which has existed so long between themselves and Mr. Tew without expressing great regret for the reasons which have determined his course & their high appreciation of the ability, zeal & fidelity with which he has discharged all his duties as professor; and they tender to him their kindest wishes for his future prosperity & success in life. Resolved unanimously that Mr. P. F. Stevens be elected 1st Lieut. & Professor of Mathematics at the Arsenal Academy. Resolved, that the Superintendent of the Citadel Academy be required to enforce the 45th Regulation, so as to insure uniformity of marks in all the Professors according to the plan in force at the U.S. Military Academy at West Point. And that the record shall be open to inspection by the Cadets, during office hours, on the Monday of each week. [Page 8] Resolved that the suspension of Cadet Ingraham (C. [Page 9] Some of the members of the Board of Visitors having received information and complaints of inattention to, and disregard of discipline in the Citadel Academy in the following respects. viz 1st The habitual smoking of segars by the Cadets contrary to the 78th Art. of the Regulations. 2nd The almost total neglect by the Supt. and Faculty of the duties required of them by Art. 130 -132 – 133 -134 and especially 135. 3rd The loose and unfaithful performances of duty by the officers of the day required of them by Art. 148 – they as, we are informed, taking it upon themselves to report offenses, or excuse from report as they may think proper. 4th The frequent violation of the spirit of Art. 184 by Cadets going to hotels, and taking meals without any notice of the offence. It is therefore resolved, that the Superintendent be required to enforce all the Regulations of the Academy, and particularly those here referred to: and that no Cadet shall at any time be permitted to go to any hotel, tavern, or eating house to take any meal, or lunch, except in company with his parent or guardians or some near relative, and by written permission from the Superintendent at the request of such parent, guardian, or relative on pain of immediate suspension. McConnel – Williamsburg Winsmith’s case – Columbia Nov. 29 1851 The Board of Visitors of the State Military Academies having particularly investigated & maturely considered the case of Cadet Winsmith suspended by the Supt. of the Citadel Academy on the 4th day of June last, on charges set forth in his report to the Board, have come to the following conclusions. 1st That Cadet Winsmith did defraud a negro woman by passing to her a copper coin covered with quicksilver for an amount greater than its value. 2nd That as Treasurer of the Amosophic Society, he was careless in keeping his accounts of receipts and disbursements of funds which came into his hands, and that he manifested an indisposition to settle with his successor and pay over the balance due the Society as he should have done. 3rd That these acts were highly reprehensible but as he may have been & probably was influenced in the commission of them more by youthful indiscretion than by a criminal intent, the Board is of opinion that the suspension already inflicted has been a sufficient punishment. [Page 13] The Board attaches no blame to the Superintendent, believing that his acts proceeded from a sincere desire to do his duty. The Board is equally clear in the opinion that the Cadets have also been influenced by consideration highly honorable to them. The Board however is of opinion that the investigation of charges against a cadet should not be submitted to the Corps, even though the accused himself desires it. Believing therefore that Cadet Winsmith has been sufficiently punished for the youthful indiscretion of which he has been guilty, It is ordered that he be restored to his rank in the Citadel Academy.
