MEMORANDUM TO c General Eisenhower•
SUBJECT

1

Conferences and Decisions.

For yom· information, the following conferences were held and decisions
announced during l4 October&
1 . General Gruenther reported t hat owi:ng to t he l oss of three personnel ships by enemy action, the t otal available personnel 1L-rt f or KW? :3 has
been reduced below requirements . This shortage can be met, in part , from
Britiah sources. A cable is being prepared in which a request f or one ,U. S.
ship, capacity 3, 500, will be ma.de .

2. With Generals Smi th a.n· Gruentber, Col onel Holmes, a · Mr . Matthews, I went over the draft of their cable on monetsry arrangements f or
the Torch theater and approved it. Major discussion centered around whether
people in the area would be allowed to turn in r egular ii.merican dollars for
the special yellow seal American dollars t hat we will take in. ·:e decided
to postpone this decision until we know the local conditions, i . e . whether ·
the Ger mans can flood the area with counterfeit regular u.s. notes and j\llt
how fr~ave a possibilit y is a black mart et.

Colonel Holmes and Mr . Matthe vs ·reported tha t he British Treaaury

end JOO to the pound.

liext we di scussed t he procla.t1ations. It is imper ative t hn..t General
Pe.tton have the procla.r,1ation in Arabie before his Task Force sails . The
primary consideration wa.s whether to have th:t.s Arabic proclar.iation pr:tnted
in the u.s. or here . We can get this to Patton up to October 22nd and we
agreed t hat every attempt shot
be made , for reasons of security, to have
this proclamation printed in London rather than in v·ashington•

.:, . General Gal e and Colonel Stokes came in with a. draft of a cabl
to the a.r Department designed to adjust the difference of opinion which
has arisen over the British r equest for 25 additional cargo sh~s per month
fron the u.s. The Ministry of a.r Transport wants Washington to reexamine
the capa.cit of · he U. S. to carry out vhot it regll"ds as an earl ier a.(,Teement. Stokes will attend a meetine; \7ith ]: l to insure that the cable cor ..
ect~ expresses the situation aa it is viewe over her e .

Since the War Department has again expresled its diisapproval Qt
our plan f a r ~ but ha• .l ett the final deciaion to you, I told General
Gale that I would get him and Admiral Ramsey together and try to work out
the best poaaible solution.

4. General Lenmitzer came in while General Gale was still preeent.
had gone to Lemnitzer to aay- that
after close examimtion of the tentative plan to pat Ameraon'• force into
Spani.ah Morocco 1n the event 0£ hoatile reaction 1n that area prior to DDay, he ia convinced that woh an operation cannot be logistically SU11f0rted
through the port ot Ceuta U" the A.xi• air tarce 1a baaed on drdromes 1n
southern Spun. I told them that work on thia alternative plan 'trOUld continue, but that t he view advanced by General Gale '.lfould be given~ consideration before au;y deoiaion wa, reached that would pit the operation
into effect.

La.et night Gale with mem~• o:f hie staff

Lemmtzer next t'Cl"ought up the letter or 1netruct1ons which is to
to Colonel F.ddy in .· Tangier by Colonel Gunther• These inet'l"uctione pit Eddy in charge of OSS and SOI operatiou 1n Jlorocco under the
direction ot llurJJb1'. A caw o£ this letter will al.so go to Murphy• Commun1cat1ona between llurpby and &idy can be carried on by diploatic pouch.

5. With Admiral.a Bieri and Bennett I again diecusaed the dispited
paragraph 8 of the Naval Directive i ssued by Admiral nng,, showed them the
cable we have sent requesting 1ta deletion, and ~1ned the reaaon therefor.
We next took up the wording ot Admiral Bennett•• Center Be.val Taak
Poree directive and 80Dle ellght changes were made (I diacuesed thia with you
later in the afternoon),
I then intormed them or the Prime lliniateF 1a deaire to ha'Ye three
American surface vessels incorporated into the Brit1eh Mediterranean fleet and
have three British veasela subetituted 1n the Western Naval Taek Force so
there 1rOUlc be naval thip• flying the American flag in the llecliterranean
during the aa,ault. Bieri said thie could have been done earlier but that
such a change in ple.na would be serious now since the use and diepoaition
or the six cruieera 1n the Western Naval Task Force has 'a lread1 been arranged
and their dutie.e assigned. Although the Prime Jliniater mentioned the use
ot aruieera, I a.eked why three destroyers couldn•t be used. Admiral Bieri
said that would have t o be a matter for Admiral King to decide.

6. I again took up w1th 11.r • Mack the question o:f hia .f"uture position
in the HeadqllBrtera, telling him you bad aucrgested that he might become

HEADQUARTERS THIRD ARMY
OFFICE OF THE COMMANDING GENERAL
SMITH-YOUNG TOWER

SAN ANTONIO. TEXAS.

October 7, 1941

Dear Wayne:
All major units are at home stations - or practically so and, thank the Gods of War, we had no tie-ups in getting
them there! It I s now ti e for those double scotches, so
you ' d better come down to this sector for a day or so.
The re-classification business goes awfully slowly, but
or a
bomb shell hits us we're going to have a new first team
on this club, ere long.

we're doing the best we can, and unless a hurricane

I wonder whether or not you can yet predict the probable
future station of the 104th Anti-tank Battalion -- now
assigned to one of the Anti-Tank Groups in Carolina. If,
at any time, it should become apparent to you that the
battalion will not come back to Fort Sam Houston, let me
know by radio. We need the barracks it used to occupy.
Orders were issued t o send you Po rter; also the Artillery
Officer was changed according to your request. I hope that
gang works out well!
The Second Division is giving me a guard of honor. I'm
completely overcome , particularly because of the cordiality
of the invitation, even after I demurred. I've always been
on the other end of such things, and I hope to hek I don't
fall over my own feet! But durned if the prospect doesn't
scare me more than would an order to go charge Hitler 's
l egions 1

Love to Renie and regards to the gang!
As ever

Dear

1.i~ayne :

Through the Quartermaster Department I ' ve r equested
t hat my household goods, now stored at New Cumberland depot,
be sh i pped to Lewis, to arrive about December 1. I ' ve also
reques t ed the Fidel ity St orage Company, in ''lashington, D.C . ,
to make a private shipment, to arrive about the same t ime.
Both are t o be sent in care of Post ~uart ermaster, and I
wonder whether you ' ll ask him to keep you informed as to
their arrival, etc. The commercial sh i pment is to be prepaid,
by a friend in "ashington.

I saw W. D. orders the other day, deta iling Col.
't alker to the G.S., so of course, someone else will be the J
Commanding Officer of the · 15th. I had assumed that he was •
close to his f ull Colonelcy, and would probably be assigned
to command the regiment .
We have just two months more in the Philippines.
We ' re ge t ting to the po i nt we can hardly wait for De cember 1 3 .
If general Sweeney is still at Lewis, please pay
my respec t s to him.
11vi th cordia l
regards to yourself, and many t hanks
for all the trouble I cause you,

As ever,

Major 1'Vayne Clark, G.S.
Ft. Lewis
