              <text>[Page 1] &lt;br /&gt;&lt;br /&gt;At a Special Meeting of the Board of Visitors Convened at the Citadel in Charleston on the 20 day of May 1844 &lt;br /&gt;&lt;br /&gt;&lt;span style="text-decoration:underline;"&gt;Present&lt;/span&gt; &lt;br /&gt;&lt;br /&gt;James Jones, Chairman &lt;br /&gt;D. F. Jamison &lt;br /&gt;John H. Means &lt;br /&gt;J. W. Cantey &lt;br /&gt;&lt;br /&gt;The Chairman announced to the Board, that he had assembled them in consequence of the resignation and subsequent death of Captain W. F. Graham late Superintendent of the Citadel Academy, and also the recent death of Lieut Finley, Second Professor of the Citadel Academy: whereupon the following resolutions submitted by Genl. Jamison, were unanimously adopted, viz &lt;br /&gt;&lt;br /&gt;Resolved, &lt;br /&gt;&lt;br /&gt;That this Board deeply regrets the deaths of Capt. Graham, and Lieut Finley, late officers of the Citadel Academy: and will cherish the memory of these high minded, honorable, and generous men: worthy, patriotic, and faithful citizens: able, zealous, and devoted officers, cut off in the prime of life, and in the midst of their usefulness. &lt;br /&gt;&lt;br /&gt;Resolved, &lt;br /&gt;&lt;br /&gt;That these resolutions be entered upon a separate page of the journal of this Board. &lt;br /&gt;&lt;br /&gt;The Board then adjourned to meet again on tomorrow at 9 O’ clock AM &lt;br /&gt;&lt;br /&gt;[Page 2] &lt;br /&gt;&lt;br /&gt;Citadel 21 May 1844 &lt;br /&gt;&lt;br /&gt;The Board met by adjournment this day, and on motion proceeded to the election of officers, to fill the vacancies occasioned by the resignation of Capt. W. F. Graham, and death of Lieut J.E.B. Finley, which resulted in the choice of Richard W. Colcock Superintendent and William Hume, Second Professor of the Citadel Academy. &lt;br /&gt;&lt;br /&gt;The following resolution submitted by Genl. Means was unanimously adopted. &lt;br /&gt;&lt;br /&gt;Resolved, &lt;br /&gt;&lt;br /&gt;That the Chairman of this Board tender to Professor F. W. F. Jamison &lt;br /&gt;Daniel Wallace &lt;br /&gt;W. J. Hanna &lt;br /&gt;John H. Means &lt;br /&gt;J. W. Cantey &lt;br /&gt;&lt;br /&gt;On motion, &lt;br /&gt;&lt;br /&gt;Resolved, That no Cadet shall be admitted into the Academies, who is less than sixteen, or more than nineteen years of age: or who is below five feet: &amp;amp; that 14th sect. of the regulations be altered accordingly. &lt;br /&gt;&lt;br /&gt;Resolved, That the punishments, to which a Cadet shall be [illegible], be comprised in four following classes, viz &lt;br /&gt;1st Privation of Recreation, etc. &lt;br /&gt;2nd Arrest, etc. &lt;br /&gt;3rd Confinement in a Light Room &lt;br /&gt;Confinement in a Dark Room &lt;br /&gt;4th Dismission &lt;br /&gt;and that the punishment of the 1st, 2nd, &amp;amp; 3rd classes may be inflicted by the Superintendent, etc.: that of the 4th class by the Board of Visitors: &amp;amp; that sect. 38 of the regulations be altered accordingly. &lt;br /&gt;&lt;br /&gt;Resolved, that there shall be a suspension of the academic studies for the months of June &amp;amp; Dec. in each year instead of the months of August &amp;amp; September: &amp;amp; that 52nd sec. of the regulations be altered accordingly. &lt;br /&gt;&lt;br /&gt;[Page 5] &lt;br /&gt;&lt;br /&gt;Resolved, &lt;br /&gt;&lt;br /&gt;That the Superintendents of the Academies, be instructed to make such alteration in the studies of the Academies, as they may deem expedient: which alterations will take effect as soon as they are made; but will be subject to the approval or disapproval of the Board, at their next annual meeting. &lt;br /&gt;&lt;br /&gt;Resolved, &lt;br /&gt;&lt;br /&gt;That Pay Cadet Cantey (in consequence of sickness &amp;amp; absence) be not called by the Superintendent, or Bursar of the Arsenal Academy for payment of $50 for the present quarter. &lt;br /&gt;&lt;br /&gt;Resolved, &lt;br /&gt;&lt;br /&gt;That the resignation of Cadet K. Simons (as accepted by the Superintendent of the Citadel Academy) be confirmed. &lt;br /&gt;&lt;br /&gt;Resolved, &lt;br /&gt;&lt;br /&gt;That Cadet Thompson, now under suspension, be forthwith dismissed from the Citadel Academy. &lt;br /&gt;&lt;br /&gt;Resolved, &lt;br /&gt;&lt;br /&gt;That Cadets Stopplebein, Kingsman, McNamee, &amp;amp; Campbell, be forthwith dismissed from the Citadel Academy. &lt;br /&gt;&lt;br /&gt;[Page 6] &lt;br /&gt;&lt;br /&gt;Resolved, &lt;br /&gt;&lt;br /&gt;That the Board after mature consideration of the cases of Cadets Landreth, &lt;br /&gt;Lockwood, &lt;br /&gt;Lester, &lt;br /&gt;Wagner,&lt;br /&gt;[Illegible], &lt;br /&gt;McDonald, &lt;br /&gt;Hay, &lt;br /&gt;have decided that they be continued at the Citadel Academy at Charleston: and be permitted to rise with the classes, to which they respectively belong: but that should they (in the opinion of the officers of that institution) be deemed incapable of keeping up, with their classes, at the examination in May next, that they be dismissed from the institution. &lt;br /&gt;&lt;br /&gt;The Board then adjourned to meet on Monday next 2nd December, at the State House, at 11 O’clock AM &lt;br /&gt;&lt;br /&gt;[Page 7] &lt;br /&gt;&lt;br /&gt;State House, Columbia &lt;br /&gt;Monday 2nd Dec 1844 &lt;br /&gt;&lt;br /&gt;Pursuant to adjournment, met this day at 11 O’clock AM, &lt;br /&gt;&lt;br /&gt;Present &lt;br /&gt;&lt;br /&gt;James Jones, Chairman &lt;br /&gt;D. Cantey &lt;br /&gt;&lt;br /&gt;On motion, &lt;br /&gt;&lt;br /&gt;Resolved, &lt;br /&gt;&lt;br /&gt;That the Chairman be authorized to draw on the fund appropriated to the use of the school in Charleston, the sum of one hundred and eighty three dollars, seventy five cents ($183.75) to pay two thirds of the salary of the clerk of the Board of Visitors for the years 1843 &amp;amp; 1844: &amp;amp; for printing done by order of the Board. &lt;br /&gt;&lt;br /&gt;Resolved, &lt;br /&gt;&lt;br /&gt;That Cadets Worten, Counts, &amp;amp; Thad. Williams be permitted to renew their engagements in the Arsenal Academy, on the first of January next for two years from that time. &lt;br /&gt;&lt;br /&gt;Resolved, &lt;br /&gt;&lt;br /&gt;That Cadet Adams be permitted to rise in his class, and continue his studies, until the examination in June next: but that should he at that time indicate any inability to keep up with the class, that the Superintendent be authorized to dismiss him from the institution. &lt;br /&gt;&lt;br /&gt;[Page 8] &lt;br /&gt;&lt;br /&gt;Resolved, &lt;br /&gt;&lt;br /&gt;That the Chairman of the Board do place at the disposal of Capt. Colcock, Superintendent of the Citadel Academy in Charleston, a sufficient fund for the purchase of an apparatus for the use of the said institution: and that the fund arising from pay pupils be drawn on for this purpose. &lt;br /&gt;&lt;br /&gt;Resolved, &lt;br /&gt;&lt;br /&gt;That Cadet Morral be retained at the Citadel Academy, as a Beneficiary Cadet, for the remainder of his term of service. &lt;br /&gt;&lt;br /&gt;Resolved, &lt;br /&gt;&lt;br /&gt;That 36 sec. of “The Regulations of the Academies” be altered by striking out, all the words coming after “June in each year” &amp;amp; that the following be substituted “And no pupil hereafter admitted by the Board of Visitors, into either of the Military Academies, shall be considered a Cadet; or furnished with any article of uniform, or clothing; except such articles of undress as may be necessary; until the semiannual examination next succeeding such admission; at which time, the Superintendent and Professors of each Academy respectively, shall have power to dismiss, from the institution, all such probationary pupils, as shall have shown utter incapacity; or whose conduct shall have been grossly immoral; or generally improper or insubordinate. And, if any pupil should be admitted at any other time, than at the regular annual meeting of the Board of Visitors, he shall be subject to a like probation of four months, before he shall be admitted to the Grade of Cadet.” &lt;br /&gt;&lt;br /&gt;[Page 9] &lt;br /&gt;&lt;br /&gt;Various applications for appointments, as Pay &amp;amp; Beneficiary Cadets, in the Arsenal &amp;amp; Citadel Academies, having been read, &lt;br /&gt;&lt;br /&gt;It was resolved, &lt;br /&gt;&lt;br /&gt;That the following named persons, be admitted into the Citadel Academy, Charleston, as Pay Cadets, viz: &lt;br /&gt;&lt;br /&gt;1 Henry P. J. H. Hammond, the Board of Visitors appointed to organize Military Schools at the Arsenal, Columbia, and at the Citadel in Charleston, met at the State Arsenal, at Columbia. &lt;br /&gt;&lt;br /&gt;Genl. Jamison a member of the Board was requested to act at this meeting, as Secretary. &lt;br /&gt;&lt;br /&gt;&lt;span style="text-decoration:underline;"&gt;Present&lt;/span&gt;. &lt;br /&gt;&lt;br /&gt;The Adjutant &amp;amp; Insp. General. James Jones. &lt;br /&gt;W. J. Hanna. &lt;br /&gt;D. F. Jamison. &lt;br /&gt;&lt;br /&gt;Genl. Jones then took the chair, and after some conversation as to the best manner of carrying the proposed organization of the school at the Arsenal into Effect, &lt;br /&gt;&lt;br /&gt;It was resolved, &lt;br /&gt;&lt;br /&gt;That the Board will elect a Superintendent for the Military School, at the Arsenal, in Columbia, to whom the entire management of the school will be intrusted, with a salary of fifteen hundred dollars per annum. &lt;br /&gt;&lt;br /&gt;In consequence of the absence of two Members of the Board, and in order to give an opportunity for Candidates for the office of Superintendent to make application to the Board, the Election for &lt;br /&gt;&lt;br /&gt;[Page 2] &lt;br /&gt;&lt;br /&gt;that office was postponed until the next meeting, which was ordered to be held on Wednesday the 11th of January next. &lt;br /&gt;&lt;br /&gt;On motion, &lt;br /&gt;&lt;br /&gt;Resolved, That a System of Rules and Regulations be compiled, for the organization and good government of the school at the Arsenal at Columbia. &lt;br /&gt;&lt;br /&gt;Genl. Means &lt;br /&gt;&lt;br /&gt;The Board went into the Election of Superintendent of the Arsenal Academy at Columbia, when Alfred Herbert Esquire, was unanimously elected Superintendent thereof; and leave of absence was granted him until the 1st February next. &lt;br /&gt;&lt;br /&gt;On motion, &lt;br /&gt;&lt;br /&gt;Resolved, That one Professor at the Arsenal Academy at Columbia, in addition to the Superintendent, shall be Elected by the Board of Visitors, who in addition to his other duties, shall also discharge the duties of Bursar, with a salary of one thousand dollars per annum. &lt;br /&gt;&lt;br /&gt;On motion, &lt;br /&gt;&lt;br /&gt;It was resolved, to proceed to the Election of Professor and Bursar, Mr. Joseph Matthews was unanimously Elected Professor and Bursar. &lt;br /&gt;&lt;br /&gt;On motion, &lt;br /&gt;&lt;br /&gt;Resolved, That a Surgeon be Elected for the Military Academy at Columbia with a salary of two hundred and forty dollars per annum. &lt;br /&gt;&lt;br /&gt;On motion, &lt;br /&gt;&lt;br /&gt;It was resolved, to proceed to the Election of Surgeon for the Arsenal Academy, when Doctor A. H. C. Shaffer with a salary of six hundred dollars. &lt;br /&gt;&lt;br /&gt;On motion, &lt;br /&gt;&lt;br /&gt;It was resolved unanimously, That the Board of Visitors are fully sensible of the zeal, ability, and fidelity, with which Captain M. C.
