1. Be it enacted, by the Senate and House if Representatives, A pro riation
now met and sitting in General Assembly, and by the authority if (or ~litary

the same, That the sum of eight thousand dollars be, and the same Schools .
is hereby appropriated annually, for the establishment of a Military
School at the Arsenal at Columbia, and the sum of sixteen thousand
dollars be, and the same is hereby appropriated annually, for the
establishment of a Military School at the Citadel at Charleston, in
lieu of the like sums heretofore appropriated for the Arsenal and
Magazine Guard at Columbia, and the Citadel and Magazine Guard,
in and near Charleston.

communications, concerning the Academy, to the Board of Visitors,
as often as required · by them. The Superintendent of the Arsenal
Academy at Columbia, shall be Arsenal keeper and powder r eceiver.
5. The Superintendent, and all other Professors and Teachers,
shall perform such Academic dutie s as may be from time to time
prescribed by the Board of Visitors.

superintend the cooking and serving of all food and articles of diet
for the Cadets; and shall keep his table at all tim es supplied in the
neate st manner, with the articles required in the bill of fare prescribed by the Board of Visitors. He shall act as Quarter-Master,
and, under the direction of the Superintendent, shall have charge
of the public land s, and buildings thereon: of the control of the
. workmen employed in the erect ion or repairs of the public buildings, or in the improvement of the grounds, of the materials for the

all other public property for which no other person is especially
responsible. He shall render quarterly accounts of his expenditures, accompanied by the proper vouchers, to the Superintendent,
who shall examine the same, and make up from them an annual
account of expenditure s, which ho shall lay before tho Board of
Visitor s, together with the quarterly accounts of the Bursar , at the
regular annual meeting of the Board. The Bursar shall give bond
and security, in the sum of five thou sand dollars, for the faithful
performance of his duty and responsibility for all money confided
to his charge.
11. The Superint endent shall keep a Register, in which he shall

record the name of every Cadet as soon as he shall enter the Academy, with his age, height and general description, and the district
from which he may come, distinguishing the beneficiary from the

Cadets not to 24. No married person will be appointed a Cadet; and if any

Semi-annual.
49. A semi-annual Examination shall be held, in the presence of

Arsenal Academy on the last Monday in May in each year; and no
pupil hereafter admitted by the Board of Visitors in either of the
Military Academies shall be considered a Cadet, or furnished with
any article of Uniform clothing, (except such articles of undress as
may be needed,) until after the semi-annual examination next succeeding such admission, at which time the Superintendent and Professors of each Academy, respectively, shall have power to dismiss
from the Institution all such probationary pupils as shall have shown
utter incapacity, or whose conduct shall have been grossly immoral,
or generally improper, or insubordinate . And if any pupil should
be admitted at any other time than at the regular annual ·meeting
of the Board of Visitors, he shall be subject to a like probation of
four months, before he shall be admitted to the grade of Cadet.
Distinguished
50. The Board of Visitors, in conjunction with the SuperintendCadets.

of Visitors and the Professors of the Academy, shall be granted to
each Cadet of the first class desiring it, who shall be found to have
deserved it, as well by his moral deportment as his proficiency in
his studies.

described in the last paragraph, omitting conduct, shall be formed
for the fourth class.

59. Copies of all the merit rolls will be forwarded to the Board

63. Any Cadet who shall overstay his furlough or leave of absence, will subject himself to dismissal; unless he shall produce, on
his return, certificates satisfactory to the Superintendent of his having been prevented from returning by sickness, or some other unav:oidable cause.

66. No book shall be taken from the Library without the knowledge and presence of the Librarian.
67. No person except members of the Academy, shall be allowed
to draw books from the Library.
68. For every book drawn from the Library, a receipt shall be
given.
69. No officer shall be allowed to have in his possesion, at one
time, more than four volumes, and no Cadet more than one, with
accompanying plates, except by the special permission of the Superintendent.
70. No person shall lend any book drawn from the Library.
71. No person shall keep any book more than one month, without
special permission . ,
72. All persons drawing books from the Library shall be responsible· for any damages done to them, the amount of which shall be
estimated by the Librarian, and reported weekly to the Superintendent; no person shall be allowed to draw books from the Library
while a fine remains unpaid , or while books, previously drawn, are
retained beyond the prescribed time.
73. All books drawn from the Library shall be returned on the
2d Saturday in April, annually; from which time until the 1st of
May following, no book shall be taken out without the written permission of the Superintendent.

83. The Superintendent shall prescribe such limits around the

Interior Police and Discipline.
88. The Cadets shall be organized into a company, to consist of Comrany .

97. There will be five general roll calls daily, and invariably:

and 5th at Tattoo; at which all Cadets not on duty, or absent by
permission, or excuse~ by the Surgeon, are required to attend.
Dress.
98. No Cadet shall retain in his possession any articles of dress,
other than prescribed by the regulations, without permission.
99. The Jacket shall only be worn in quarters, on class parade,
in section room, and wJ.thin the Citadel grounds when not on duty.
Hair trimmed.
100. Cadets shall have their hair trimmed close behind; Mustaches and Whiskers shall not be worn.
Arms.
101. No Cadet shall .lend or exchange his arms or accoutrements,
nor use those of another Cadet, nor shall the arms be taken from
quarters, except for duty, without permission.
102. No Cadet shall alter his musket by filing or scraping or
varnishing the stock, or remove the lock without permission of one
of the Professors or the Superintendent.
103. Cadets are prohibited from having in their possession any
description of fire arms, or other weapons, not issued by the proper
authority.
104. No Cadet shall remove from the room or bed assigned to
him, without permission of the Superintendent.
Policeofquarl05. Every Cadet: on rising in the morning, shall roll up his

109. No Cadet shall keep any unauthorized article of furniture.
11 0. No Cadet shall keep a light after Taps, except when on duty
and authorized so to do.

111. No Cadet shall play on any musical instrument on Sunday,
nor in study hours on any other day, (this applies to all persons In
the Citadel,) nor shall they play at cards or other games of chance
at any time, nor keep implements used in such games in their rovms.
112. Cadets shall walk the halls and galleries of the barracks,
and pass up and down stairs in study hours, with as little noise as
possible : running, loud talking, or scuffiing in barracks is strictly
prohibited.
113. Cadets will habitually ascend and descend by the staircase
over the . wood house. The stairs ascending under the archway
are appropriated to the officers,private persons, and such as come
on business.
114. Every Cadet having permission to be absent, must leave his
name with the Sergeant or officer of the guard on going out and
returning to quarters, who will report the same, with the time absent, on his daily reports.
115. No loitering or idling around the barracks, in the guard
room, or archway, or any other place, can be allowed during study
hours.
116. No Cadet shall post up any placard or notice upon the public buildings without permission, nor shall he mark, cut, deface, or
injure any of the public property whatever.
117 . No Cadet or other person shall introduce a citizen into the
barrack rooms, during study hours, without permission from Superintendent of barracks.
118. There shall be an Orderly detailed for each room occupied Orderlies of

121. Every night, at or before Taps, they shall see that the lights
are extinguished, and fires secure, if there be any.
122. Every other Saturda.y, between 6 and 10 o'clock, A. M., they
shall, with the assistance of their room mates, wash the floors of t,he
rooms, the wash-stands, mantel pieces, and shelves; &c., and put the
rooms in complete order.
123. They shall answer promptly and fully every question put to
thel)1 by any officeror Cadet on duty, and when the Orderly detailed for the week is absent, the Cadet longer off duty shall be re spon·
sible as Orderly.

129. They shall inspect the rooms, and see that the beds are duly

and fires secure ; reporting all delinquencies to the officerin charge.

135. He shall visit the quarters of the Cadets (at least) once between Retreat and Tattoo, and on being relieved shall report in

tour.

141. He shall superintend the formation of the classes and sections, and require the marchers to report the absentees, and to preserve good order on parade, and while marching to and from the
section room.
142. He shall then immediately seek all who have been reported
to him as absent, (except those properly excused,) and order them
to repair forthwith to their respective recitation rooms, or wherever
their duty may require their presence. He shall report immediately to the Superintendent or officer in charge, all who.m he does not
find, and all such as fail to obey his orders.
143. During the season in which fires are permitted in barracks ,
he shall frequently visit the rooms during recitation hours.

145. He shall station himself in or near the guard room; between
Reveille and Tattoo, constantly, except when absent on duty or at
meals.
146. He shall be held responsible for all public property deposit·
ed in the guard-room.
14 7. He shall, fifteen minutes after Taps, visit the rooms of all
Cadets, who are reported absent, and he shall repeat his visits at intervals of fifteen minutes, to the room of each absentee till his
return.
148. On the back of his guard report, he shall ,note all violations
of the regulations, which may have come to his knowledge during
his tour; stating the name of each delinquent, with a clear and precise description of his offence, and the circumstances of time and
place, when they are not necessarily understood; he shall also state
particularly the orders given him by .any authorized officer, and the
time at which each absentee, at Taps, returned to his room; and he
will subjoin to his report the word " Certified," with his signature.
149. At evening parade, each Orderly Sergeant shall warn the
Cadets of his company, who are detailed to mount guard the ensuing day, always taking those for this duty first, who have been longest off.
Guard mount- 150. The ceremonies of mounting guard shall be performed as

151. Every Cadet of the guard, shall appear at guard mounting
in perfect order.
152. Cadets detailed for guard 1 shall not, during their tour, leave

officer in charge, officer of the day, and of the officers and non-commissioned officers of the guard.
154. As soon as a Sentinel is posted in the barracks, he shall visit
every room under his charge, see that the fires are secured in suc-h
as may be vacant, and order (if it be in study hours) every Cadet,
whom he may find visiting, to go to his room.
155. Every Sentinel on post, when the call "to quarters" is sounded, shall immediately visit the rooms un ier his charge, and report
t}lose Cadets who shall not have obeyed the call.
156. No Sentinel shall permit a violation of the regulations to
take place within the limits of his post, without taking proper mea-

sures to prevent it ; nor shall he fail in any case to report to the
Corporal of the guard, every such violation which comes within his
observation or knowledge whilst on post, and the name of every Cadet who, during his tour, shall have been absent from his room, in
study hours, longer than ten minutes.
157. The Sergeant of the guard shall parade and inspect every
relief at the proper time.
158. In all cases, not provided for in the foregoing paragraphs,
the service of the guard shall be performed as prescribed in the
general regulations of the Army of the United States .
159. The Superintendent alone, or the officer commanding for
the time being, shall have power to arrest a Cadet, (except in cases
of mutiny, direct disobedience of orders, or gross disrespect to a
superior officer, or in case of fighting or committing a breach of the
peace ;) in the last case, the offender may be arrested by any one,
(though inferior in rank,) and must retire to quarters ; the case being reported to the Superintendent for his approbration .
160. Every Cadet under arrest shall confine himself to his room
until released, unless otherwise ordered, except when required to be
, absent therefrom for the _
performance of some of his Academic or
Military duties; to all of which, (except those of guard ,) he shall
attend, and except also for a necessary occasion, and to march to

161. No Cadet shall be released from arrest, except by authority
of the Superintendent, or the commanding officer of the post ; and
every Cadet proved guilty of a breach of arrest, will be suspended,
or otherwise less severely punished, at the discretion of the Superintendent.
162. At the Surgeon's call, the sick, not in the hospital, will be
conducted to the hospital by the first Sergeant of the Company,
who will present to the Surgeon the company booli:,with the names
of the sick registered; and no Cadet shall r eport, or be reported to
the Surgeon, or be excused by him, whose name is not registered.
163. Cadets requiring medical attendance at times other than
those specified in regulations or orders; will report the fact to the
officer of the day, who will, according to his judgment, either send
for the Surgeon, or send the Cadet to the Surgeon, under the charge
of such person as he may find expedient at the time.
164. Every Cadet excused by the Surgeon from all duties, shall
be sent to the hospital.
165. The sick Cadets, who remam in quarters, shall not leave

187. All officers shall duly acknowledge the salutations, in the
form and manner pre scribed in the · regulations aforesaid. Tho se
compliments and salutations shall also be observed by all enlisted
persons employed about the Citadel.
Societies.
188. No society shall be organized among the Cadets, without
special licen se from the Superintendent ; nor shall any assembly of
Cadets be held, for this or any other purpose, without his express
permi ssion promulgated in orders.
189. The recreation ground for athletic exercises, such as walkLimits .
ing, jumping, running, and playing ball; (in all of which the Superintendent would recommend practical exercise,) will be bounded by
the fence surrounding the green-commencing
on the east of the
Cita~el, and continuing to the brick wall in front, and on the south;
thence in a direct ,line to the Citadel, by the front of the gun-house,·
but not to include any ground west of the front of the gun-house.
190. The lot on the southwest of the Citadel, on King- street , is
not included in recreation grounds, and no Cadet must enter it
without permission.

191. No Cadet will be allowed to walk on recreation grounds:
when he is on guard, sick, or during study hours.
192. A permit to walk on recreation grounds, or for any indulgenc e, will be r..endcred invalid if the individual's name is on the
sick report, unle ss it be so expressly stated.
193. The strictest attention to study and all other duties is required. Every Cadet, therefore, who shall absent himself from duty
of any kind, and fail to render a satisfactory excuse in writing, for
such absence, shall be reprimanded, put on extra duty, or confined,
according to the circumstances of the case; and demerit marks, in
number proportioned to his offence, will be recorded against him.
194. All delinquencie s, for which Cadets have been reported, for
any one week: will be read out on Friday afternoon parade.
195. Any Cadet having a satisfactory excuse for such delinquenExcuses. cies, shall express it in writing, after the form prescribed, and submit it to the Superintendent within his first orderly hour, after the
publication of the report on parad e. No excuse shall be niade by
any Cadet, many other manner, nor at any other time, unless unavoidably prevented from complying with the above dir ections, in
which case the cause of delay shall be annexed to the excuse.
196. No Cadet shall address an officer or Cadet, who has report-

197. The class sections shall assemble at their respective hours of Recitations.

198. Every Cadet, unless he is an assistant teacher, or excused by

199. Every Cadet permitted to leave the section, shall return as
soon as possible ; and any one who remains out more than ten minutes, shall be reported, by the marcher, to the officer of the guard,
and on the weekly class report by the in~tructor.
200. Whenever an officer or Professor enters a recitation room,
or Cadets' barrack room, all Cadets will rise; and silence and decorum will be observed while they are present.
201. The Cadet whose name stands first on the class roll, at the

commencement of the term, shall be marcher of his section during
the whole term, unless otherwise ordered; and as soon as the signal
is given, the marcher shall form his section, at the place appointed,
in two ranks; shall call the roll, note each absentee , and immedir.tcly thereafter report the names of all absentees to the officer of
the day.
202. The marcher shall march his section in a soldier-like manner, and upon being dismissed from the section room, he must march
it back to the parade ground in the same manner and dismiss it.
203. Every instructor shall note, in his weekly class report, the

time and description of his offence. He will also state, in his report, the progress made during the week by his section, and the
subject on which he has been engaged, as prescribed in the regula~

238. No loitering or idling around the barracks, or any other
place, can be allowed during study hours.
239. No Cadet shall post up any placard or notice upon the public buildings without permission, nor shall he mark, cut, deface, or
injure any of the public property whatever.

are ext inguished, and fires secur~, if there be any.
246. Every Saturday morning they shall, with the assistance of
their room mates, put their rooms in complete order, preparatory to
the weekly inspection by the Superintendent.
247. They shall answer pr omptly and fully every question put to
them by any officer or Cadet on duty; and when the Orderly detailed for the week is absent, the Cadet longest off duty shall be responsible as Ordcrl y.
248. The first officer of Cadets shall be Superintendent of rooms,
and is charged with and responsible for their police, and the preservation of good order therein .
249. He shall suppress all noise and scuffling, or other improper conduct in the rooms under his charge, and forthwith report
the case to the Superintendent.

orders given him relative to the police, and shall cause them to be
observed.

Inspection of
252. The Superintendent of the Academy ' will inspect the quarquarters, &c. ters minutely, at least once a week, and oftener when there should
appear to be a necessity for so doing·; at which time the Cadets
will produce all the clothing, books, and other propcrLy which they
may have received from the State, or account for the same. This ·
inspection will take place on Saturday morning, immediately after
that of the Company; unless otherwise ordered.
253. At evening parade the Orderly Sergeant shall warn the
Cadets who are detailed to mount guard the ensuing day, always
taking those for this duty first, who have been longest off.

264. He shall be held responsible for all public property deposited in the guard-room.
265. H e shall take prompt and effectual measures for suppr essing all irregularities or disturbances that may occur in or near
the barracks.
266. He shall visit and inspect the guard, at least once during
his tour, between tattoo and reveille, and assur e himself that the

267. On the back of his guard report he shall note all violations
of the regulation s, which may have come to his knowledge during
his tour ; he shall also state particularly the time at which each absentee returns to his quarters, and the length of time which he may
have overstai d leave ; and he will subjoin to his report the word
" Certified," with his signature.
268. In all cases, not provided for in the foregoing paragraphs,
the service of the guard shall be performed as prescribed in the
general r egulation s of the Army of the United States.
269. The Superintendent alone, or the officer commanding for
the time being, shall have power to arrest a Cadet, {except in cases
of mutin y, direct disobedience of orders, or gross disrespect to a
superior officer, or in case of fighting or committing a breach of the
peace;) in the last case, the offenders may be arrest.ed by any one,
(tliough inferior in rank,) and must r etire to quarters ; the case being reported to the Superintendent for his arprobration.
270. Every Cadet und er arrest shall confine himself to his room
until released, unless otherwise ordered, except when required to be
absent therefrom for the performance of some of his Academic 0 1·
Military duties; to all of which, (except those of guard.) he shall
atte nd, and except also for a necessary occasion, and to march to
meals.
27 l. No Cadet shall be released from arrest , except by authority
of the Superintendent, or the commanding office of the post; and

27 4. Every Cadet excused by the Surgeon from all duties, shall
be sent to the hospit al.
275. The sick Cadets, who remain in quarters, shall not leave
their rooms except for the purpose of performing some duty, or
taking such exercise as the Surgeon may have prescribed, with the
approbation of the Superintendent .
276. But no Cadet shall, for any purpose whatever, be absent
from his room during any drill, parade, or roll call, from whieh he
may have been excused by the Surgeon.
277. The sick, in the hospital, shall obey the orders of the Surgeon,
and all such police regulations as he may prescribe, with the appro-bation of the Superintendent.
278. No person is allowed to visit the hospital, unless by permission of the Superintendent.
Commons

279. The senior officer of Cadets present, shall be commandant
of the mess hall; he shall preserve order in the hall, a1:1d due oba
servance of the mess regulations ; and shall see that the mess squads
are conduct ed to and from the mess hall in a military and soldier like manner .
280. The Cadets shaJl be divided into as many squads as ther e
are tables, with a first and second carver to each, who shall cause
the regulation s of the hall to be observed by all in' their squad, and
shall report all delinqu encies to the Superintendent.
· 281. At the respective signals for meals, the squads will be form- ,
ed on the company parade ground, by the first carvers of each squad,
as squad marchers, und er the superintendence of the commandant
of the hall, who shall march them to and from the hall.
282. Th e sq·1ad shall be formed and marched by the second carver, in the absence of the first ; but in other cases, he shull march
at the head of his squad. He is also responsible for any violations
or the regulations in his squad, and shall report all such to the commandant of the hall.
283. All Cadets 8hall march to and from their meals, (except the
sick in the hospital,) and t.hey shall leave the hall at the signal given
.by the commandant of the hall.
284. Each Cadet shall have a particular place assigned him at
table, by a number, conesponding to his position in the squad, and

shall not change it , except by permission of the Superint endent .
285. All unn ecessary talking is strictly prohibited in th e hall,
and the carvers alone shall call on the waiters.

300 . The strictest attention to study and all other duties is required. Every Cadet, therefore, who shall absent himself from
duty of any kind, and fail to render a satisfactory excuse in writing
for such absence, shall be r eprimanded, put on extra dnty, or confined, according to the circumstances of the case ; and demerit
marks, in number proportioned to his offence, will be recorded.

any one week, wilt be read out on Friday afternoon parade.
302. Any Cadet having a satisfactory excuse for such delinquencies, shall express it in writing, after the form prescribed, and submit it to the Supe rinte ndent within his first orderly hour., after the
publication of the r eport on parade. No excuse shall be made by
any Cadet in any other manner, nor at any other time, unle ss tlnavoidably pr evented from complying with the above dir ections, ia
which case the cause of delay shall be annexed to the excuse.
303. No Cadet shall address an officer or Cadet, who has reported him for delinquency, on the subject of such r eport, unless specially permitt ed by the Superintendent ; and no officer or Cadet
having made such report against a Cadet, shall hold any conversation with him relating to it , unless r eferr ed to with the proper permission.
Marchers.
304. The class sections shall assemble at their respective hours of
recitation, on the barracks parade ground , where the roll will be
called, after which they will be marched to the section room. Silence and soldier-lik e deportme nt are required of all Cadets while
on class parade, and while marching to and from the sect.ion rooms.
305. Every Cadet, unless he is excused by the Surgeon, shall assemble and march with his section.

306. Whenever an officer or Professor enters a recitation room

or Cadet's barrack room, all Cadets will rise, and silence and decorum will be observed while they are present.
307. The Cadet whose name stands first on the class roll, shall be
the marcher of his section, unless otherwise ordered; and as soon
as the signal is given, the marcher shall form. his section, at the
•place appointed, in two ranks; shall call the roll, note each absentee, and immediately thereafter report the names of the absentees
to the Superintendent.
308. The marcher shall march his section in a soldier-like manner, and upon being dismissed from the section room, he must
march it back to the parade ground in the same manner and dismiss it.
309. The Superintendent will transact business with the Cadets, Office hours .
at 8 o'clock, A. M. daily, and at no other time.
310. The Superintendent's office shall _ open on Monday of_

any application so to do, unless in company with those friends or
relatives who may come to. visit them.
314. No Cadet shall apply for or receive money, or any other Mon ey not to
supplies, from his parents, or from any person whomsoever, without be received,
the permission .of the Superintendent. Any infraction or violation

of this rule will be considered a disobedience of orders and punish·
ed accordingly.
